William Egan Colby was an American intelligence officer who served as Director of Central Intelligence from 1973 to 1976. He began his career with the Office of Strategic Services during World War II and later joined the Central Intelligence Agency. During the Vietnam War, he held key positions in Saigon and oversaw the Phoenix Program. As DCI, Colby faced pressure from Congress and the media, leading him to adopt a policy of relative openness about U.S. intelligence activities. He served under Presidents Nixon and Ford before being succeeded by George H. W. Bush.
