Kenneth Winston Starr was an American lawyer and judge who served as an independent counsel, authoring the Starr Report that led to the impeachment of President Bill Clinton. Prior to this, he investigated the Whitewater controversy. Starr also held positions as a federal appellate judge, U.S. solicitor general, and dean of the Pepperdine University School of Law. He later became the president and chancellor of Baylor University, but resigned following controversy over the mishandling of sexual assault allegations at the school.
